Every year, the Office of the Public Advocate puts out a list of NYC’s “worst” landlords, based on the amount of open HPD violations at their buildings.

Given that the landlords that top the list count hundreds of violations across their portfolios, it may seem impossible some can go without open violations. Rental agency RENT BETTA analyzed the city’s rental market to find the largest buildings without any open housing violations as of the end of March.

The analysis looked at registered buildings with at least 10 units, looping in roughly 8,000 properties.

The list reflects the more attentive maintenance of luxury multifamily buildings, which account for many of the properties in the top 10. Additionally, there are two landlords that placed two buildings on the list, including the same landlord represented in both the first and second positions.

Here are the properties, ranked by number of units.

610 West 42nd Street | Silverstein Properties
Silver Towers in Hell’s Kitchen is a 1,169-unit complex, the only property on the list with more than 1,000 units. The amenities at the 60-story building include a health club and 75-foot indoor pool, one of the longest in a residential building in the city.

1 River Place | Silverstein Properties
The second contender belonging to Larry Silverstein’s firm is River Place, another Hell’s Kitchen property. The 921-unit is located less than 500 feet from Silver Towers and boasts many of the same luxury amenities.

8 Spruce Street | Blackstone
The 76-story, 898-unit Frank Gehry-designed rental tower in Lower Manhattan appears to be well serviced by its landlord of just over one year. Towards the end of 2021, Blackstone acquired the luxury rental building from Brookfield and Nuveen for $930 million.

500 East 77th Street | Glenwood Management
Glenwood Management makes an appearance on the list with The Pavilion, an 838-unit property in the Upper East Side. A flagship of the firm, the property includes a 24-hour doorman, a fitness center and an on-site shopping center with a grocery store.

45-45 Center Boulevard | TF Cornerstone
TF Cornerstone’s 41-story, 820-unit building came online in Long Island City a decade ago, one of the crown jewels of its East Coast development portfolio. It also has the distinction of being the largest building in Queens without any open housing violations.
